On Thursday, March 25, the Florida Public Employees
Relations Commission (PERC) in Tallahassee counted mail ballots
in a union election for City of Jacksonville workers. There were
2,476 workers eligible to vote and 1318 valid ballots were counted.
AFSCME wins makes it the exclusive bargaining agent for City of
Jacksonville work-ers in nonsworn and nonsupervisory jobs.

AFSCME represented the City of Jacksonville
employees for decades until PACE, a nonunion employee organiz-ing,
won away city workers. PACE was unable to negotiate its own contract
for city workers who saw their pay, benefits and working conditions
erode due to the lack of effective union representation.
Two dozen City of Jacksonville workers traveled
to the PERC office to watch the counting of ballots. Jack Daniel,
the proprietor of PACE, left before the counting of the ballots
was finished.
“We are coming back strong,” said
Rebecca Viets, a city clerical aide. “We stand for something
and are tired of taking nothing.”
“The hard work has paid off,” said
Emma Curtis, also a city clerical aide. “Now the real work
begins of negotiat-ing a good contract and making sure city workers
are represented at every worksite.”
AFSCME Florida Council 79 made history in Jacksonville
in February by winning the first union election for private school
bus drivers in the city.
In a NLRB election, the drivers and attendants
voted 86-66 in favor of representation by AFSCME Council 79. The
total bargaining unit is approximately 150 drivers and 50 attendants.
During
the campaign, a leader of the organizing committee, Johnnie Robinson,
was fired on false charges. AFSCME filed an unfair labor practice
on Johnnie's behalf with the NLRB.
After the election, management refused for six
months to come to the table until dozens of AFSCME members rallied
in front of the Atlantic Express building and aired their grievances
on television, on radio and in the newspaper.
Bus driver and union leader Michele Haynes told
the Florida Times-Union that the employees are seeking higher
wages and improved benefits. Haynes said she has been driving a
school bus for 22 years and makes $10 an hour.
The day after the rally Atlantic Express asked
for a negotiating date.
